Herr Cuno, the German Chancellor, in an' address at the memorial session of the Reichstag, declared that Germany . stood by her ' offer to resume negotiations immediately the enemy evacuated the Ruhr. Meanwhile he appealed to. all nations to take measures fcr the prevention of further bloodshed and the terrorisation of the inhabitants of the occupied territory. The nations, he ventured to think, could not much longer tolerate a situation in which the French were misusing their power in a terrible fashion. “Our i>eople in peace,” he said, “are suffering in a manner that civilised nations endeavoured to avoid during wartime. These Essen victims stood before the murderous- French fire in. defence of a right that will become a power.” It was a picture of the right to work on the German side, and of brutal, unjust force on the other, he continued. He had not heard of any regret manifested in France. “While machineguns may control individual determination, they cannot destroy an entire nation,” he said. ‘’Passive resistance must continue. .No arrangement must be made while the Ruhr and Rhineland are occupied land. ARREST. AND RELEASE OF STINNES

DETENTION OF FORMER MINISTERS » Berlin, April 10. The French arrested Herr Hugo Stinnjjs and his wife cn the train at Scha'rnhorst en route for the Ruhr, and released them after interrogation. They were allowed to continue their journey. Herr Hamm, Secretary of State, was arrested at Essen, where he intended speaking at ’.he funeral of the Essen victims. The ex-Ministers Giesherts and Stigcrwald were also arrested. AU were released after tho ceremony.— Aus.-N.Z. Cable Assn.
