The points of his programme are tho perpetual abolition of the Sultanate, the abolition of the Constantinople Cabinet, and the reduction of military service. TERMS OF TURKISH NOTE PREPARED TO DISCUSS QUESTIONS London, April 9. The “Daily Telegraph’s” Constantinople correspondent says that the Angora Note expresses satisfaction with the Allies’ readiness to discuss the counter-proposals, which tho Turks maintain contain no substantial modification of territorial stipulations which rhe Allies could not admit. The Noto expresses surprise that tho Powers desire to reopen the discussion on judicial capitulations, which the Turks considered already settled. The Noto maintains that tho text, inserted in the Turkish counterproposals was not really tho Turkish proposals, but the result of the efforts of the Allied and Turkish delegates at Lausanne. Turkey appreciating fully the Allies’ desire to settle. favourably outstanding economic questions, is not opposed to discussing points which can regularly form the subject of international negotiations.
