GERMANY’S CAPACITY TO PAY PRODUCTION HAMPERED BY CUSTOMS BARRIER 1 By Telegraph—Press Association—Oonyrieht / I London, September lb. The •'Morning Post’s’’ special corteepondent in Germany has contributed a series of articles on her capacity to pay the reparations. He made detailed inquiry regarding the chief industries, commencing with tho chemical industry, He decides that this will bo able to pay its share of the reparations, despite the handicaps imposed by the Treaty, such )as less coal and the rigid necessity of restricting imports. He says that industrially Germany is one economic whole; the result of half a century s planning and development. The of a Customs borriejL.on the Rhine cuts this complicated organism as a knife. The necessity for obtaining import and export licenses -often necessitates weeks of waiting for raw material, hopelessly dislocating the chemical industry. There is a similar position in Upper Silesia. The machinery of production must be freed from these Customs and political hindrances if Germany is to pay. Aus.N.Z. Cable Assn. ARMIES OYOCCUPATION COST SINCE THE' ARMISTICE. (Roc. September 19, 5.5 p.m.) London, September 19. Tho "Daily Telegraph’s” Paris correspondent says the cost of of occupation between the armistice and May 1 totals five milliard francs, made up thus: America, 278 million dollars: France, 2304 million francs; Britain, 52 millions sterling; Belgium, 378 million francs; -Italy, 15 million francs.
