STATE GOVERNOR CHARGED WITH FRAUD
JUDGE DECIDES HE MUST FACE ' ARREST. (Rec. July 27, 9.10 p.m.) New York, July 26. At Springfield, Illinois, the State Judge Smith, in deciding that Governor Small must faco arrest on charges alleging fraud and embezzlement, declared that there was no such t>ing as tho divine right of kings, and there were no kings in Illinois, therefore ths conceit that "the king can do no wrong’ was baseless. It was beyond the scop# of the Governor’s power to call on the State troops to shield him from arrest. The Governor was subject to arrest and prosecution for bls acts as State .treasurer. —Aus.-N.Z. [Governor Small, who had been indicted on a charge of conspiring to defraud the State of 2,000,000 dollars and embezzling 700,000 dollars, declared that upon ihe advice of counsel, ho would resist the warrant issued for his arrest, basing his contention upon tho law dictum that "the king can do no wrong.”] .
