A CITY COUNCIL PROPOSAL. “You are only courting a laughing refusal,” remarked Councillor M. F. Luckie at, last night’s meeting of tho City Council, in speaking against the following recommendation of the Reserves Committee: —“That the Eastbourne Borough Council bo asked to ( grant the Wellington City Council 2d. on each ticket issued on the ferry steamers on Saturdays, Sundays, and public holidays, the revenue so procured to bo ear-marked for tho improvement of the council’s property at Day’s Bay. Councillor Luckio went on to state that ho questioned whether the Eastbourne Council was legally entitled to accede to the request. In any case, the Eastbourne Council had nothing to do with Dav’s Bay or the City Council’s property there- which lay outside the borough boundaries. ' How would tho City Council receive a similar request from an outside body? Tine Eastbourne Council was no more entitled to give something away for nothing than tho citv corporation'was. Councillor T. Forsyth said it could not bo disputed that the Eastbourne Council derived considerable benefit from the City Council’s park at Day’s Bay. The reserve was very popular with Wellington residents, tho tennis courts alone attracting large crowds to the Bay. . The proposal was quite reasonable, seeing that any revenue received from the Eastbourne Borough would go towards the expenditure on improving the facilities at the Bay for recreation and pleasure. This would have tho effect of increasing the ferry steamer passenger traffic to tho Bay. thus augmenting the revenue of the Eastbourne Council.

In the course of a general discussion it was suggested that the proper course to pursue was to negotiate yHh the borough with a view to ascertaining what part it would play in connection with anv proposals put forward to ac’id to the attractiqns of the city’s pleasure resort. Councillor L. M'Kenzie mentioned that one of the reasons influencing the recommendation was that the committee proposed to erect additional tennis courts at the Bay and to provide more facilities for batherr Finally it was agreed to refer the clause back to the committee for further '•onsklerntion.
