Sir,—lt is to be regretted that Mr. Stathani's motion in favour of an elective Executive should come before the House iii the guko oi a no-confidence motion, lit would answer a good purpose if the mind of the House on this reform was taken, and it might bo taken if the Prime Minister declared that such an expression of opinion was not a ne-conrt-dnce motion. The present system, which is a kind, of "spoils to the victor" business is bad. Tho present Cabinet may be mado up of truly capablo men, but it has not been so in the past. A friend who rose to bo a Minister of (the Crown said to mo years ago in the early days of his political life: "Tho Prime Minister has made Mr. Minister of . It is a sheer aet of charity, and tho man is not fit for the office.''' A system of Cabinet-making which would place the right men in office is very much to be desired.—l am, etc., R.W.
