A GREAT SECURITY FOR PEACE. (Rec. February 15, 5.5 p.m.) London, February 11. Lord Derby, addressing tlio Liverpool Chamber of Commerce, urged the fostering of trade with France under a system of extended credits. "Friendship with France.
