The "Daily Telegraph," in a leader on Admiral Jcllicoe's 55,000 miles tour, says that the corollorary of tho new Imperial partnership is that the people -of tho United Kingdom oan no longer be regarded ns solely responsible for t'he upkeep of the naval forces of the Empire, since tho Empire wauls a fleet in place of the insular navy which served Britain so well. It is good that tho Dominions should themselves have issued an invitation to Viscount Jellicoe. Tho Admiralty cannot .well determine its fnturo policy until it is known to what extent the Dominions are prepared to share the common burden.
