Balfour, in the coruse of a 6neech defending the Coalition, said:— "We lire mow passing through a stage of c.oiivalcseenc:! after the disease of war, and arc facing more diificult and more complex problems than those of war time. The solving of the problems of previous wars was like a laboratory experiment compared with the present situation." He regretted that America was not co-operating in' the international reconstruction of Central Europe, where starving millions were reduced to desnair. and these would be a sourco of anxiety for several years.—Ans.-N.Z. Cable Asm. (liec. December 13, 5.5 p.m.) London, December 11. Mr. A. J. Balfour said that peace was assured, but the difficulties of the world were iuumt alleled in history. Starvation was reducing millions to a state of despair. It was impossible to look at what was going on in Eastern and Central Europe without the deepest anxiety for tlie future and for many years ahead. Mr. Balfour expressed Britain's regret that. America was withdrawing from the Allies in the work of international reconstruction—"The Times."
