Starvation was reducing millions to a state of despair. It was impossible to look at what was going on in Eastern and Central Europe without the deepest anxiety for tlie future and for many years ahead. Mr. Balfour expressed Britain's regret that. America was withdrawing from the Allies in the work of international reconstruction—"The Times."
