Union.'announced the establishment of a nermnnent council.to advise tho Premier in reference to native affairs, and also tho retention of the Provincial Council svstcm, which, all in oil, had been successful. He foreshadowed the electrification of railways, vast irrigation works, and a. sreat industrial development. Ho reaffirmed the statement that the South African Parh would go to the elections on its own less, and appealed to all* moderates for support on his own and the Government's record—Renter.
