The "Daily Mail," in slating that the Government expects the trial of tho exKaiser to begin in London in the New Year, says that, in completing tho'necessary arrangements, it has been necessary to wait for tho formal ratification of lihe Peace Ticaty before requesting the Dutch Government to surrender him. Ratifies tion is confident;? expected within a few weeks, when a united request for the exKaiser's surrender will be prescntod to tho Dutch Government, which will bo complied. "with, tihe trial then taking place. No limit is prescribed for the severity of the penalty if found guilty. No arrangements have been made to exclude the death penalty. Private advices from Berlin state that the Inquiry Commission found largely against the ex-Kaiser. Tho report will be made public at the end of tho week. — United Service.
