Washington, November 6. Senator Underwood proposed tho immediate ratification of tho Treaty without any reservation.
Senator Hitchcock supported Hio proposail, lint the Senate, instead ol' dealing with this, resumed the, discussion on Senator Hitchcock's proposal to report the Treaty immediately to tho House of Representatives, in order to consider the" ratification resolutions.
Tho Senate rejected by G7 votes to II) an amendment making an advisory popular vote mandatory before n declaration of war under tho League of Nations.
The Senate finally agreed to Senator Lodge's motion to proceed with tho reservation proposals—Aus.-N.Z. Cable Assn.

Clerpenceau, in a covering letter replying' to Bulgaria's requests for an amendment of terms, points out, on behalf of the Supremo Council, that Bulgaria did not see.k peace till her army was conquered. A!bo that she joined tho Central Powers and remained with them until defeat was inevitable. Bulgaria, in opening the way for Germany eastwards, led to the prolongation of tlio war, Therefore the-Allies demand the signature of. the treaty in its present form within ten days, otherwise the armistice will'be-withdrawn. Bulgaria ia given 87 years in which to pay the indemnity, in half-yearly instalments, hearing 5 per cent. ■ interest—Aus.-N.Z. Cable Assn.
