Tn the Comimllei' stage on (he Aliens Bill in the House of Common!', the Government, with the approval of Mr. Havelock Wilson (president of the National Seamen's Union), modified the clause totally debarring alien musters, mates, and chief oiif?i;;Prr> from British vessels leading within the Empire.
Sir Auckland Oddes explained' that unexnocted dillicultics had been discovered which might prevent British sailors from obtaining employment in. foreign ports if British legislation were drastic. The (lovernnieiit agreed io the deletion nf the clause empowering the Home Secrelary to grant permission in exceptional eases for employment of aliens in tho Civil Service.
