Sir,—ln your Friday's issuo I noticed you-gave, v in answer, to "Curious," a 'statement ofjhe issues at .the next licensing.jpbll. If: yqm\>stateniont is correct, whiclr'T have ho reason.to'tlouWj all I .can say"is that"the'issues as. given are not.'worthy, of a political,' nvuclr less of a statesman..'Permit me to'give my .idea of-.what -the. issues, submitted should ; be,; swing that is: so' 'easy; ' •''' ' '■' ' '■' '' : - Three separate ballot papors should 'be issued to eacli voter, coloured oiii'erenlily to facilitate counting; any informal papers not to affect the other papers of .the series, the formality of each to bo considered separately; each issue to be decided by a bare majority; and tho poll taken to be absolute for a certain number of years, say ten, when another poll should be taken for the same length of timo. The ballot papers to be be :— No. I—l vote for: Continuance; Prohibition. No. 2—ln case coiitinuanco is carried, I. vote for; Private control as at present. State control. No. 3—ln.case prohibition is carried, Ivoto for; - ; -i ■ .- "- *''* Compensation. ' : ■ .'..,.,' No compensation. Such a poll would bo decisive, -giving tho .opinion of the voters on all issues; and complete -by. allowing a choice of all issues, and not asking'thorn to vote for something they'do not want, as at last election—each voter would be able to record his vote on each paper whatever, his opinion might be.—l am, etc., " LOOKEK ON. September 21. [Our correspondent's suggestion is of interest, but there is no chance of nny amendment of the law beforo tho nest poll is taken.]
