FRENCH OFFER TO AMERICA
HIGHER EDUCATIONAL FACILITIES FOR OFFICERS. (Rec. December 15, 5.5 p.m.) New York, December 13. The New York "Times" Washington correspondent learns that the French Government has placed at'the disposal of the American armies in France its higher educational system, iiicludinjr the universities. American, officers will be allowed to attend the universities. American professors will be appointed to French universities if the United States accepts the offer.—Aus.-N.Z. Cable Assn.
