If the two yaluers are unable to £ree as to the classification and valua-' ion of any wool, it will be examined, lassified, and valued by a supervising ;alner to be appointed 'by the Government- . Government a rritten notice of appeal from tliat valur tion, and' such appeal shall, "on payjeut by the appellant of such fee as (he tovernment shall fix, be determined by n : umpire appointed by the Government; Toyided that in cases where reasonable jiuse for the delay is shown an appeal iay:be lodged at any time up to sevnty-n-o. hours after valuation." The dec'iion of such umpire shall be final. In the case of all bales or packp of wool delivered in a wool-broker's tore otherwise than in good condition or shipment, and in the case of bales or lockages of mixed description requiring epachng, the broker shall be at. liberty 0 charge the owner a euin not exceeding >ne..iarthing per pound for-the addition";1 work so involved, in addition to the pst. ol new packs, if supplied. .14. The term "date of valuation" means :ho day of the date of a certificate of Valuation signed by the valuers or in •he event of their disagreement by the iiipervising valuer. ; 19. If any owner of wool fails or Tehises to deliver such wool to.a .woolbroker in accordance with the foregoing jrovisions, the wool will be subject tii eizure in the exercise of His Majesty's ;uthority in that behalf, and will bo jisposed of in such manner as the necesities of His .Majesty, may require. f 20l In addition to the purchase monoy lereinbpfqrc specified ii bonus in accord.nce with the following provisions will, jn the termination of this scheme of rejuisition and-purchase, be distributable imon? all persons who Iwve sold wool to he Government under such scheme and ihall be. divided between , them inproiortion to the aggregate amounts paid, to
ieach of them by way of purchase money under tho scheme. The amount of such bonus shall be determined by His Ma■jesty'e Government of the United Kingdom, and the determination of that Government will lie iinal and conclusive. The intent of this provision, however, is that the bonus shall bu equivalent to one-halfof tho,ncL profits derived by His MajestyY Government from the resale of any wool thnt is not required for 'the uses of that Government, and His Majesty's Government will in determining the amount of tho bonus compute tho same;in such manner ae to give etfp.ct to this intent as nearly as'-mnv be deem- ■ etl practicable by that Government. ■■■■
