The Minister of Justice may from time to time appoint <i visiting committee for any institution with power to inquire into and report to the Minister on applications for the releas6 of inmates on probation, cr for the discharge of inmates from the institution. Attempts to hold communication with the inmates of an institution without lawful authority or excuse is made on oftVncc punishable by imprisonment for three months or by a fins of ,£SO. To defray the cost of the maintenance of a person in an institution, Ihe Magistrate may make an order against the estate ,of Hie person himself or against tho. estate of the husband, wife, or father of such person.
