PROCLAMATION IN AMERICA. Washington, November 18. President Wilson has issued a proclamation asking tho people of America to observe November 28 as a day of thanksgiving and prayer. The President added: "This year we hive special cause to rejoice, because God in His good pleasure has given us poace. It has come not as a mere cessation of arms, but as a great triumph of right.
