The strides which tho Prohibition movement is making in the. United States were shown in tho report presented to the conference of the New Ze«land Alliance. Out of forty-eight States twenty-eight have carried State Prohibition. National Prohibition as a war incisure lms passed both Houses of Congress, and will take effect on July 1, 1019, ami continue for a year after tho war. This legislation anticipates Die ratification of an amendment of the Constitution adopting nation-wide Prohibition. This amondment has secured the necessary two-thirds majority in both Houses of Congress. Before 'it can become law it must bo ratified by thirty, six out of the forty-eight State Legislalures of the Union. The amendment has been beforo eighteen of tho State Legislatures, and has been ratified by fourteen of these. Of tho thirty remaining Legislatures iho majority are in 'dry" States; and competent authorities in America state that there is not tho least doubt that Prohibition as an iMjiendmcni- of tho Constitution will receive the necessary endorsement from thirty-six State legislatures. Should such eventuate it will mean that America, will be "dry" for ever; for to secure a repeal of such amendment it would be necessary to get a two-thirds majority in the two Mouses of Congress, and a tlireelonrth? majority ratification of the State legislatures.
