The Czech deputies hurled insults at the Premier, M. Hussarek, and greeted his allusions to Germany with cries of "Get rid of Germany." A complete change of Ministry is expected. . NEW'GERMAN CHANCELLOR DESCRIBED AS "A REASONABLE ... .: ■ ■) MAN." • .. /New York, Ootober 4. Prince Maximilian of Baden is the new German Chancellor.. Herr Groeber, a member of the Centre Party, and Herr'Schiedomann, the Socialist, have been appointed Secretaries of State without portfolios. Interviewed at Los Angeles, Mr. J. W., Gerard, ex-American "Ambassador at Berlin, stated ithat Prince Maximilian'is .one of the few Germans who are able to behave like an ordinary human being. He is a cultured man, wlio knows English, and is. perfectly reasonable. His mother was a Romanoff,, and he is married to Princess Marie Louise of Cumberland and Hanover, who is tho eldest I daughter of tho third Duko of Cumberland; (born at Hanovor and resident in Austria) and of Prindoss Thyra of Denmark, a sister of Queen Alexandra. Prince Maximilian, whoso residonco is at Karlsruho, is. 51 years of age.]

Rotterdam, October 4. ' In Committee tho Prussian Upper Houso rejected tho proposed "group franchise," and adopted tho prinoiplo of tho general equal direct vote with an, oxtra vote for persons over forty.
