Many political conferences are proceeding." The "Daily Telegraph's" Rotterdam correspondent states that the reassembly of tho Boichstag is awaited with tho tonsost expectation. The position can fairly bo described as that tho Government does not know how it is to govern, whilo the politicians in power do not know what policy to pursue. Certainly Germany's rulers are, trying to stave oft the final disaster by convincing the Army and-tho people that demoralisation must cease. A .National Government must be established with one policy, namely, to save the Fatherland Jrom destruction.. Admiral Behucko's appointment amounts to a confession that ruthless submarine warfare Has failed. Admiral Behucke has always opposed the application of ruthlessn'ess to noutrais.
