SIGNS OF A FURTHER RETREAT i THE NEW BALKAN OFFENSIVE SUBSTANTIAL ADVANCE The full sigiiiificaiieo of the American advanco on the- Lorraine front is now becoming clearer, and is reflected in the .obvious anxiety of tho enemy for the safety of bis lines in this region and his efforts to gloss over tile disaster. General Maurice says that tlio American victory has altered tho whole character of the eastern front in France, and imposed upon the enemy the necessity of guarding with large forces lines which hitherto havo been lightly held. In the meantime, to judge from the burning villages on the Moselle, the Germans apparently are preparing for a (further retreat. Good progress is also bejng made by the French on the American flank, while tho British on tho northern lines continue to improvo their position. The new offensive in the enemy tho necessity of fully developed. Tho Jugo-Slav troops, co-operating with the Allied forces in Macedonia, have captured an important position. The Red Terror still has tho Russian capital in its grip, aiid the prospects for an early escape of the Iforeign population, whose lives literally hang by a thread, are distressingly grave.
