BILI IN NEW SOUTH WALES ASSEMBLY. Sydney, August 29. In the Assembly, Mr. W. A. Holraan (Premier), in introducing the Sedition Hill, stated that it would operate for the duration of, and for six nionthe after, tho war. After a stormy debate tho Dill was read a first time. The main provisions of the Bill aro to the e'lfeot that "any person found guilty of a seditious utteranco or an utterance prejudicial to recruiting shall be disfranchised for a period of not less than four years nor more than ten years, and shall bo incapable of holding any public office. Such person shall also bfc prohibited for a period not longer than s»x months from speaking in certain prohibited places." Tlioro are also two regulations under the Federal \Var Precautions Act which prohibited statements by cither word of mouth or iu writing prejudicial to recruiting or calculated te cause mutiny, sedition, or disaffection among tho civil or military populations, 'fhe Crimes Prevention Act passed by the State Parliament m 1916 makes it an offence to incite to tho commission of a crime either by speech or in writing. "Wo now propose," explains Mr. Holman, "to carry a small measure to_ this effect: that an j' person who is found guilty_ of an offence undor any one of the six prohibitions of the present law which I have niontioncd shall thereupon be disfranchised for a period, te ho determined by the Court, of not loss than four years nor more than ton yoars, and that that person shall- be 'incapable of holding any public office of any kind whatever."
