NEW FEDERAL WAR LOAN

PROSPECTUS ISSUED. Melbourne, August 13. The prospectus of the new War Loan for forty millions state that the /oan will bo issued at par with interest at 5 per cent. The loan matures in 1923. It is subject to the Commonwealth, but not to State, income tax.—Press As6ii. . Tho foundation of the Seventh War Loan is being laid by the most thorough organisation work attempted since Australia embarked upon the huge task of paying her own way in the fight for tlie ireedom mankind (says the Sydney "Sun.") Tho idea is to be thoroughly prepared when the great money drive starts. _ Every population centre in the State will have its organisation.centre in tho form of local committees made up of the best brains in the community. These bodies are now in. existence in almost every centre, and they are being supplied with all the information at the disposal of the Treasury to enable them to achieve the maximum result. The intention is that no ono shall escape the appeal. In the remotest country districts the residents will be just as faihiliar with the need for mbney and conditions of the loan as are the people in the State capital. It is recognised that tho best results can only bo obtained by an organisation which understands the conditions and circumstances of those to whom it is appealing. The farmer will respond best when he hears the truth about things from the men who have lived his life, and have built up with him. The same applies to the dairyman, tho wheatgrower, the wool-grower and the stockowner. Tn every case the local commit-' tee is made up of men familiar with the life and conditions of their own district. They comprise the most successful ' bifSinoss men in each centre. No other organisation would supply alt the roouirements of the case. Personal contract with prospective investors is exnected to yield results so faiMinobtained. Mnnv men in the countrv districts hnvij not invested or have not houjht as much war stock as they could have done, simply because to them in their sphere previoiis anneals have come from outside. They did not have the nuesHon brought closely home bv those they knew. Tlio Central Committee is now fixins a ounta for everv shire and municimlity in Hie Klnfn. The quota fixed will, in brief, be the amount of the local war loan. The money nnposite to the name of each centre will have to be raised if the loan is to be a success.
