MUNITIONS STRIKE IN ENGLAND
TROUBLE OVER EMBARGO ON SKILLED WORKERS. London, July 22. -•The Ministry of Munitions states that a mass meeting at Birmingham threatened to "down tools" on July 24 unless the Ministry withdraws its embargo on the employment of eKlled workers. Meanwhile negotiations aro proceeding at Coventry. The Ministry points out that it could not enrry on the supply of munitions without an embargo in certain cases, and witUout reasonable power to distribute skilled workers according to the vital needs of tho war. It has issued a proclamation in Coventry, Manchester, and Birmingham declaring that Hie dispute is not an ordinary one, but is an attempt to overthrow tho policy of the State.
