EXPRESSION OF REGRET FOR CERTAIN STATEMENTS. On tho contrary, it has tlio highest opinion or the Chinese, and is gratified to know that the Chiueso nation has joined hands with our United Kingdom and other Allies in tho interests of justice and of peace. The opinion of the Attorney-General has been sccurcd, and lie reports to mo that, though we can stop such matter being published, he considers it' better to have a more elearly-cxprossed power in the regulations. A new regulation, giving this power, will be submitted for the approval of the Executive Council at tho I earliest possible opportunity."
