NATIONAL COUNCIL'S PKOGRAMMB The British National Council of Public Morals has issued its "Itecoustruution l J rogramuto tor 1918-1910," and tho work to bo undertaken is again ot tho highest natioual importance. , Following the very valuable report on the national birth-rate further vital problems are now to be investigated and the commission is to bo reconstructed. The subjects in the terms of reference include the fall in the legitimate birthrate and the causes and prevention of the illegitimate birth-rate, the proportional distribution of the sexes throughout tho Empire, economic problems caused by rise in prices and taxation, the housing problem, venereal disease, the employment of women of child-bear-ing age, the Ministry of Health, the need of a census immediately after the war, and the co-ordination of inquiries on these subjects with those of the Depopulation Commission in France and of tho Federal Child Welfare Bureau in tho United States. Lengthy reference is also mode to the work of the council in regard to its proposal for a Ministry of Health, to the propaganda for "The Moral Reconstruc tion of Society," to the Kinema Commission, of Inquiry, and other kindred subjects'. It is now also proposed to institute an inquiry into the possibilities of using the kinematograph ,for educational purposes, a project which the Board of Education has promised to assist.
