It is issued by "General Headquarters, East African Expeditionary Force,'in tho territory known as 'German East Africa,'" and announces that ae from January 1, 1918, all towns in that territory on tho Central Railway from Dar-es-Saham to Tabom are open to trade. Railway transport will bo available "as and when military requirements permit." ... .
