The Royal Commission set up some ; time ago to report on the conduct ol ! the Gisborne Hospital has reported. i The Commissioner (Mr. H. W. Bishop) finds that the institution has not in the past been efficiently conducted, but that it provides ample ac- | commodation for the requirements oi the district. He/'cloes not find thai the cost to :the. ratepayers has beer excessive, by comparison with the cosl of hospitals of similar size in othei parts of the Dominion; ! • The Commissioner, as lie was directed to do in his instructions, proceeds tc examine the causes of the inefficiencs in the control of the hospital. He say! i ' ' that the regulations and by-laws shoule! ! have sufficed for the maintenance ol ; discipline in the hospital if they bad been enforced. But he does not fine! I that they have been enforced. He ha; nothing but praise for the present matron of the hospital, who took over the institution.when it was in a very bat: state, and who has, in liis opinion, done much to restore discipline ant efficiency. He recommends the appointment of a new medical superintendent, for the reason that the present holder of the position is not in such a state of health as to bo able to exercise full control. He pays some tribute to this officer, however, saying that he has been overworked in the past, and I that his present state of health is in part at least due to this fact. Referring to the board's share of the blame for the prevailing unrest in the hospital, the Commissioner says: "There seems to have been an element ' on the board determined to raise diffij culties when any question was brought ( forward which mishit have seemed tc j tend to raise the tone of the hospital. i ■ ... The consequence was a policy of j drift. ... I have been quite, unable tc j find that the honorary.staff has been in the slightest degree responsible for the unrest." Apparently there was a suggestion that certain medical men who had in- ! terests in private hospitals in the town have done their best to prevent tho improvement of the hospital in order to protect their own financial interests in private hospitals. The Commissioner, rejects this theory, saying that he is unable to believe- that medical, men would descend to anything so mean. But be does say that in hisopiuion no medical I.' .. man interested financially in- a private hospital in the town should bo eligible for a scat on the board. The Commissioner says in the plainest terms that he is satisfied that the hospital has not been well conducted in the past, and he advises the board that return to this unsatisfactory state of things is not to bo tolerated, and he expresses the opinion that if another qualified gentleman is appointed to the /' position of medical superintendent,- he, with the matron, should be. able to restore tho institution to a state of reasonable efficiency. • . f Barraclough's Nervine stops Toothache! . . . _ A(lvti .:.....:. . -..'. ,:
