Newspaper telegrams report that a pitched battle occurred in the streets of Odessa between the Ukrainian troops and Maximalist soldiers and sailors. THE POURPARLERS AT BREST LITOVSK GERMAN REPORT OF MONDAY'S DELIBERATIONS. (Rec. January 18, 8.45 p.m.) ( London, January 17. A wireless German messago states—"At tho Brest Litovsk negotiations on Monday Dr. von Kuhlmann said that the Russian proposals regarding the occupied regions were not acceptable, as they represented a one-sided Russian demand, "br. von Kuhlmann emphasised tho point that a peace with Russia would not' be connected with a genoral peace, as the Central Powers would bo compelled to continue the war against their other enemies. Regarding the constitutional organisation of the newly-created Statos, Dr. von Kuhlmann quoted a United States Supreme Court decision that tho United States's sovereignty existed from the date of the Declaration of Independence, irrespective of England's recognition. Dr. von Kuhlmann affirmed that Austria and Germany did not intend to incorporate tho occupied territories into their respective countries, or compel them to accept this or that form of state but reserved a freo hand for the conclusion of treaties of every kind. It would be impossible to withdraw the armies during the war. The Central Powers were prepared to agree to the principle of tho people's vote, but were opposed to a referendum, pointing out that the Ukraine and Finland had been created by resolutions of tho National Assembly. An understanding between Russia and tho Central Powers would be impossible unless llussia saw tho question from tho German side instead of formulating dictatorial and one-sided aims.—Aus.-N.Z.
