RUSSIA IN A CONDITION OF INCONCEIVABLE ANARCHY
PETROGBAD ON THE VERGE OF STARVATION. (Rcc. January 9, 8.20 p.m.) ■ London, January S. The "Daily Chronicle's" Petrogratl correspondent says: "If Trotsky "is unable to induce the Germans to transfer the peace negotiations to Stockholm, he hopes to induce them to assent to a transfer to Berne. The idea that Russia can fight must bo abandoned. Russia, has ceased to exist as an organised State, and is in a condition of inconceivable anarchy, and is slipping back to the Middle Ages. No food is being loaded for Petrograd, and unless a miracle is performed starvation is certain. Rioting is commencing in the factory towns in the Moscow district, owing to the complete disappearance of bread. There is danger of the stoppage of trains, owing to coal supplies failing, and many factories: have been closed. The army of unemployed is growing daily, and the official class continue to strike. The people are' hoarding roubles in view of possible emergencies, and all financial operations are completely blocked. The masses are sullen. Anarchist propaganda is making headway at the Bolslieviki's expense. The anarchists propose on tho Russian New Year's Day to confiscate all property, including factories and houses. Travelling is perilous, the trains being packed with wandering soldiers. The rolling stock is gradually breaking down under the strain. Trains reach Petrograd witli the windows smashed and the linings torn from tho seats."—Aus.-N.Z. Cable Assn.
GERMANY TO PROCLAIM LITHUANIA'S INDEPENDENCE,

Stockholm, January 9. The "Dagens Nyhoter" learns that Germany will proclaim Lithuania's independence. Jt is expected that the declaration will he forthcoming at Brest Litovsk.—Aus.-N.Z. Cable Assn.
EX-TSAR IN DREARY EXILE AT TOBOLSK
London, January 8. The Petrograd correspondent of the "Daily Express" states that the exTsar is never mentioned in Petrogracl, and remains in dreary exile at Tobolsk, where he spends his time in felling timber.—Aus.-N.Z. Cable Assn.
