Mr. 'Arthur Henderson, formerly a member of the National Cabinet, in a message to the Labour Party, demands that a Leaguo of Nations ho established as' a first step in the fliroc* tiou of creating a Leaguo of Peoples. The ultimate guaranteo of peace, ho declares, lies in the repudiation of Imperialistic "policies by all tho peoples.
