NEW CONDITIONS OF WARFARE NEXT SPUING. Commandant de Albertis contributes to the v "lliyista l'olitica" an exceedingly interesting article "in which he discusses the new conditions of warfare which will prevail next spring. He predicts that there will bo a complete transformation which will be largely due to the intervention of the United States. He predicts a series of aweinspiring and decisive battles in the air, participated in by so many thousands of aeroplanes that the sky will bo literally black with aircraft. Gerniany, ho says, already realises what is in store, and the German General Staff, convinced that in 1918 the war will become essentially an aerial one, is making desnorate efforts to provide as many battle aeroplanes as possible and to train pilots for them. The Commandant, however, is , , of the opinion that Germany, in spite of. all her efforts, cannot possibly produce anything like as manv aeroplanes and pilots as the United States, Great Britain, 'France, Italy, Japan, and Brazil, especially in view of the fact that Germany has to produce aeroplanes for her allies as well-, .inasmuch as there is no aeroplane construction on n great scale in Austria, Bulgaria, or Turkey. The Commandant, in conclusion, expresses tho conviction that next year air fighting will definitely decide the issue of the war, and the aerial struggle, he believes, will only last a. few weeks.
