VON KUHLMANN TO ATTEND PEACE CONFERENCE.
(Rcc. December 23, 5.5 p.m.) , Amsterdam. December 21 The Imperial Chancellor, Count von Hertling, explained to a confidential meeting of representatives of all parties in the Reichstag the lines upon which Germany would conduct peace negotiations with Russia. Ho also stated that Dr. von Kuhlmann, Foreign Minister, would attend the peace conference. The meeting unanimously approved tho proposal.—Aus.-N.Z. Cable Assn. PEACE LITERATURE INFLUENCING GERMAN TROOPS. London, December; 21. An important Foreign Offico official informed the "Daily Chronicle s' Petwrad correspondent that the distribution of peace propaganda literature at tho front is proceeding on a largo scale, and is greatly influencing the tierman troops. It is stated that whatever the outcome of the negotiations the German Army will he unwilling to coiitmuo fighting the Russian troops. _ Drunken disorders continue in Petrograd, which is in a state of siege. The Soviet has prohibited open-air meetings, and has threatened to uso machine-guns upon looters without warning—Aus.-N.Z. Üble Assn.
