In the Houso of Commons Mr. David Davies suggested that Britain should propose to her Allies a treaty for the total exclusion of all commerce, shipping, and trado vith the Central Powers until the latter abandoned tho occupied territories, made completo reparation for their crimes, and accepted the Allies' proposals for the self-determination of nationalities, international arbitration, and the limitation of armaments after the war. Lord Robert Cecil (Under-Secretary for Foreign Affairs) replied that _ tho suggestion would bo carefully considered.—Router.
