STATE CONTROL Oil NOT? Epconimendations with regard to trade policy on shipping question!) were made recently by a committee appointed to consider these matters by the Chamber of Shipping of tho United Kingdom and the Livorpool Steamship Owners' Associations. The committee arc definitely opposed to State- control of the industry. Experience during the war, they say, of the State aa a. manufacturer, a merchant, and a shipowner, has demonstrated the impos. sibility of Government controlled business ever holding its oXn in international commerce. Even State direction of tho genoral design, building, and equipment of vessels would be fatal, they think, to the improvement and development of the mercantile marine. They think free and open competition of international commerce the best (juarantoe of rood services and roajonablo rates. WHh regard to trade unioniem and conditions of labour they say tho right of the willing worker to work must be protected, and the Trades Disputes Act be amended. They also' urge that the basis of colleotivo bargaining is only possiblo so long as tbo engagements made aro honoured by the men. WKSTPOBT ITATIBOUR ttETUBNS.
