A NEW EELIGIOUS LAW. Rome, October 23. The Russian Minister hns handed to tho Pope tha text of a liew religious law, whereby the Popo appoints a metropolitan archbishop and biahops subject to tho Russian Government's approval. The Pope is to be free to mako minor appointments, if ho informs tho Goyoniment.'
