MANNING SCALE TO BE REDUCED STEAMERS MAY SOON MOVE The Government lias decided to enspond the manning scale for the mosquito fleet, now held up owing to a strike of the crews. This it has power to do under the Shipping and Seamen's Act of 1!)09. The Government is of opinion that tho time has come when, in order to set the boats going, the powers t,iven undor this Act should be employed. The Minister of Marine (tho Hon. G, W. Russell) stated last night that in every case where he was assured by the Marine Department that the manning scale could be altered without risk to the pub. lie, he intended' to sanction reduction. Applications had already been received, and it was probable that the ste,in>er3 ■would begin to move within the next day or two.
