.. $",—l I,otico that Mr. Parr made the following remarks when talking in the House re commissions for Territorial officers:
It is most, unfortunate for these men who have been doing their duty for years past. Now, I, for one, thought that most of the present Territorial officers .•were Senior Cadets, who had been apyointed as under-age men to fill the positions and I also thought that.any man ■who had been a Territorial officer for any length of time enlisted long ago. ■Why should not our eons who volunteer on coming of age be given a chance to set a commission? What encouragement is it to any young fellow to enlist when iho knows there is no chance of promotion. _ Keep the returned officers as instructors, and let the commissions bs given to men who prove worthy in the camps and pass the examination—l am etc, A PARENT OF SOLDIERS.
