PETITIONS AND PROCESSIONS. How to gain a certain end was a question in the minds of members of the Educational Institute last evening. One member suggested a. means. "There should be a big deputation to Parliament," he said." "Deputations and petitions do count in Pai-liament, especially petitions backed up by processions. (Laughter.) You won't get a proper view taken of this question until you make those men sitting up there see that their seats are in danger."
