It takes complete con- ;j trol of American imports and exports, prescribes drastic conditions governing trading with, the enemy, gives discretion- i ary power to take over enemy property, and provides for the use of enemy 1 i patents to help to win the war. The ,'j oontrol of exports and imports is vested ! in a Ministerial AVar Trade Board, The - order also creates a Censorship Board, with special control over newspapers in foreign languages.
