MOTOR SPEEDS
. THE QUESTION OF REGULATION, "The question of introducing legislation to provide-for regulating the speed of has been under consideration for some time," said the Hon. G. W. Russell in the House of Representatives, "but, in view of the fact tiat boroughs already have that power under the Municipal Corporations Act, as decided at the Full Court at Christchurch in May last, in the case of the Timaru Borough Council versus Rolleston, there is no necessity for legislation for such local bodies to enable them to fix tho speed of motors using their streets.
"With regard to other local bodies, Section 9 of the Motor Regulation Act makes it an offence for any person to drive a motor on a public highway recklessly or negligently at a speed or in a manner which, is dangerous to the public, while Section i of the Act gives power to make by-laws preventing of restricting the use of motors on any bridge,'road, or place. A local authority can thus make by-laws prescribing the speed in any particular place.'"
