KAISER, VISITS SOFIA TO SMOOTH AWAY DIFFICULTIES. Berne, September 21. Admiralty, per Wireless Press:—"The Kaiser has left Budapest for Sofia'. It is .understood that the object of his.visit is to smooth away difficulties between the Central powers and Bulgaria arising from Bulgaria's refusal of further military aid.
