If, by the selfish, inconsiderate action of such a man bis dependants are left in want, the man and not the State is to blame. ■ "It is not proposed to absolve such men from their responsibilities to their dependants, but a proposal is being framed under which dependants, who have been left in want- through the crime- or misdemeanour of a soldier, may be aftorded relief." ■ -
