PRECAUTIONS ON WHARVES. Speoial precautions aro shortly to be provided for by reeulation in this country for the safety of shipping coming lo Now Zealand ports. It is understood that no persons of enemy nationality aro to be permitted to work on wharves at all. and that all workers on wharves will have to he licensed, to obtain admission to wharves.
