Mr. Bonar Law (Chancellor of the Exchequer), in a speech (previously -unpublished) to a trado "union deputation, which urged tho conscription of wealth, said- "It is simply a question of wnat is best in'the 'country's interests—whether a lory on capital or taxation spread over a Tong period.
