V News from the other side of the world is very scanty to-day, and tho most important item is also the most serious. Tho Germans ' have taken Riga, and the Eussians have abandoned the region, owing to the gravity of the outlook. On the K-usso-Eumanian front, the enemy's ' attacks'have been checked with heavy losses. A good deal of local activity is reported from the Western front, mainly in the nature of severe and persistent counter-attacks by the Germans. Tho great aini of the Allies' policy is the systematic destruction and exhaustion of the enemy's man-power. The general result of this policy in August is interestingly discussed in one of tho dispatches. ' A German report indicates activity in tho Balkans. Tho success of the Italians on tho Isonzo continues, and further progress is reported from the Brestovizza Valley.
