The war dispatches to-day arc fairly light. In tho West, tho British attack which was briefly reported yesterday has resulted in the establishment of an advanced lino on a thousand yards of front, all gains being successfully defended against tho German counter-attacks. Storms aro impeding the operations. There is no fresh development on tho Italian frout. Tho Russian news is mainly political, relating to the Moscow Conference, where General Korniloff has delivered a. great speech. Rumours are afloat that M. Kerensky and General Korniloff hayo had serious differonces over the reorganisation of tho Army. Thoro has been another regrettablo collapso on tbo battlc-frout, trenches boing given up to tho Austrians without a fight. Tho rumour that Japanese' forces aro coming west to help tho Russians is stated to-day to have no foundation in fact. President Wilson lias Tcplied lo tho Pope's Peace Note in terms which makes it perfectly clear that no dealings can bo conducted with a Government .whoso guarantees cannot bo relied upon. The German form of Government, an irresponsible institution, musl be modified.
