Montagu, Secretary of Stat® for India, in reply to a question, stated that th© Government proposed policy regarding India, with which the Government of India was in complete accord, was increasingly to associate Indians with every branch of the administration, • and the gradual development of self-governing institutions, with si view 'to responsible Government-in lncna. as an. integral part of tho Empire. The Goveminent had decided that ho should pro* ceed to India in the winter to discuss Matters.
