The text of the appeal is as follows:— V "Fellow- Citizens, — ■ -"Encouraged by your magnificent ■ response to my previous appeal, I . approach you with great confidence to again support the self-reliant pol- ■ icy you-then so lieartily endorsed. ■ "The freedom-.of all free- nations and the. very existence of our Em-. pire have been attacked as never be- ; fore in this world's history.' The ' Hood of our brave and noblo defend-.. ers has mingled with that of our kindred and Allies in the vast .•■- etream -which &nalL ere long overwhelm with its flood the inhuman . - perpetrators of unspeakable atrocities . againet the' weak and defenceless. ■■-■• "The.supreme effort is still in the future; That it will , be made, that it will suceed, ia as certain as that • the thrice - "welcome daybreak ever succeeds the darkest night.
